THE TRUE VOTE CITIZEN
We propose (PROGRAM 2012: PROPOSAL 4) with the citizens the idea that a change of mode of the presidential election is necessary and possible, in particular (inter alia) with:
THE PROJECT OF THE VOTE at 5 POINTS d' ALAIN MOURGUY CANDIDATE 2012
Indeed the citizen evolved/moved in a few decades and is not obligatorily in agreement at 100% with its preferred candidate:
40 years ago, overall the French political situation could be summarized as follows: the citizen was “gaullist” or “anti-gaulliste”…
It is of course right a simplistic “image” to take with “conditional” but nowadays the situation is completely different and the FACT is that It becomes RARE that the citizen finds himself at 100% in agreement with the ideas of only one candidate especially to the 1st turn of the presidential election.
SUMMARY of this project: each citizen has a capital of 5 points to distribute to his suitability between the candidates of the 1st presidential turn.
The citizen with thus always only one VOTE but simply it can “modulate” his vote.
Thus in the “ballot box”, if he is convinced to 100% of the ideas of only one candidate, he will allot his 5 points to this candidate.
This project thus respects the political sensibility of all the citizens.
But as overall the citizen does not adhere any more to 100% with the ideas of only one candidate, it will ppurra to distribute its 5 points for example by allotting 3 points to a candidate and 1 point with 2 other candidates, at whom it finds an idea strong, but not at the point to give them its total vote.
To admit the effectiveness of this project, only one question to be posed: after reflexion, with this method, would you have given your 5 POINTS to only one and single candidate with the 1st presidential turn 2002 and the 1st presidential turn 2007? …
In this system, the Blank vote is taken into account and the citizen can distribute from 1 to 5 points to the blank vote.
The principle being that the citizen uses his 5 POINTS at the time of his vote.
This system applies only for the 1st presidential turn, the 2 first are qualified for the 2nd turn which is carried out according to our current method.
If the blank vote were found in the 2 first at the end of the 1st turn, one would take the following candidate then but recognize that if the blank vote arrived in the 2 first it would be a désavoeu political community in entirety.
Technically, we also explain how this project (not very expensive) is simple to put into practice, especially at our time of data processing, “gencod” etc.
